France Advises Bahrain on a U.N. Draft Resolution to Reopen the Strait of Hormuz

Paris is helping Bahrain draft a Security Council resolution authorizing the use of force, under Chapter VII, to reopen the Strait of Hormuz affected by Iranian threats.

The draft under discussion aims to obtain a vote from the United Nations Security Council authorizing an operation to “restore international peace” and ensure passage through the Strait of Hormuz.

The initial text mentioned the use of measures under Chapter VII of the U.N. Charter, which would open the door to the use of force to protect navigation at this maritime chokepoint.

The diplomatic driving role falls to Bahrain, which drafted the proposal, while the French minister Jean‑Noël Barrot consulted Gulf counterparts to maximize the chances of adoption.

President Emmanuel Macron has called on the U.N. to act and France has pledged naval assets, mentioning a diplomatic approach comparable to the Black Sea Grain Initiative.
